Born on 15th June, 1960. Graduated in Law in the year 1981 and was appointed in P.C.S. (J) in Uttar Pradesh in 1985 and was promoted in Higher Judicial Service in 2001. He was promoted as District and Sessions Judge in 2014. He was elevated as Additional Judge of the High Court of Judicature at Allahabad on November 22, 2018 and took oath as permanent Judge on November 20, 2020. After being a Judge of the High Court of Judicature at Allahabad from November 22, 2018 to 14th June, 2022, appointed as Member, Telecom Disputes Settlement and Appellate Tribunal, New Delhi on 15th June, 2022.
Shri Subodh Kumar Gupta is an engineering Graduate in Electronics and Telecommunication from Delhi College of Engineering. He graduated in the year 1980 and belongs to ITS (Indian Telecom Service) Officer batch 1980. He has about 38 years of experience in various fields of Telecommunications viz. Installation, Operation, Maintenance, Software, Training and Management. He is also a fellow of IETE. Before retiring on 29th February 2020, he worked in DoT as Member and Advisor (Technology) where he was closely associated with the policy, regulations, licensing and spectrum management issues. He also worked as Advisor, West Bengal LSA and Advisor Delhi LSA/ Director General heading the Pan-India LSAs (Licensed Service Area) in respect of field arms of DoT enforcing/ monitoring compliance by Licensees in their respective LSAs. He also worked as Member (Services) for a brief period as an additional charge. While on deputation to BSNL, he worked in the capacity of Senior GM (Business development andIT), GM (Development) and CGM Himachal Pradesh followed by CGM Punjab circle. He also worked as Deputy Director General (LTP: Long Term Planning) at BSNL Corporate Office New Delhi. He was the first DDG (VTM: VIG Tel Monitoring) Delhi, DoT and deputed to AP (Hyderabad) to successfully conduct several raids, capturing illegal set ups along with persons involved. He worked on deputation to TRAI (Telecom Regulatory Authority of India), New Delhi as Advisor (Broadcasting and Cable Services). As GM (Networks) ALTTC Ghaziabad, he headed four faculties viz. N/W planning, Computer Courses, Computer Applications and Data Communications; involved in designing and delivery of courses catering to HRD/ Training needs of officers at Pan India Level. As JAG officer he worked as Director (IT and UNDP) ALTTC Ghaziabad and Director (N/W) at BRBRAITT, Jabalpur. He was instrumental in successfully implementing 4.85 million US $ UNDP project on HRD/ Management in Telecom and covering project sites ALTTC Ghaziabad and BRBRAITT, Jabalpur. He was nominated as MR (Management Representative) in ALTTC for smooth implementation and sustenance of ISO certifications of the whole ALTTC. He trained a critical mass of officers in DoT/ BSNL who in turn achieved ISO certification for their units. As ADG and ADET he worked in Telecom Research Centre/ Telecom Engineering Centre/ E-10 B software Centre giving Pan India Field support for E-10 B exchanges/ OMCs. Prior to joining P and T on 01.06.1982, he worked in private sector from 1980 to 1982 last with DCM Data Products, Delhi. During his tenure in the Department he was deputed for advance trainings/ participated in conferences etc at CIT Alcatel France, Nova- Scotia Halifax Canada, ITU Study Group at Geneva, Hong Kong, Singapore, Bali. He represented DoT in the Indo-Bhutan Delegation on Security and Border Management. He also led the Indian Delegation for TELMIN/ TELMOS at Laos.

Shri A K Bhargava is a Telecom Engineer with more than 35 years of experience in various fields of Telecommunication, Installation, Operation, Maintenance, Software and Management. He did B.E. from BITS, Pilani and later acquired Diploma in Management, PG Diploma in Public Administration and M.Phil. He belongs to 1976 batch of Indian Telecom Service. Before retiring in May 2015, he worked in DoT as Member and Advisor (Technology), where he was closely associated with the policy, regulatory issues and spectrum management. He was a member of committee on restructuring of NOFN, chairman of the DoT panel on Net Neutrality and M2M Roadmap and was associated with many other initiatives. Prior to joining DoT, he had worked as Director (Operations) and CMD with BBNL which is mandated to provide high speed Broadband connectivity to all the Gram Panchayats in the country. He has also worked as Executive Director (Wireless Services) with Mahanagar Telephone Nigam Limited (MTNL) Delhi where he led many IT, Broadband and GSM initiatives including India s first 3G roll-out. He was trained in UK and France for E-10B Software Production System and worked in E-10B Software Center for 5 years. He was deputed to PTC Zimbabwe as Team Leader, National rehabilitation Project for 5 years. He has also worked as Deputy Director General in DOT before moving to MTNL, where he served for more than a decade. He has joined TDSAT as Member with effect from 19th October 2016.
Mr. Bipin Bihari Srivastava :-He is a post graduate in Chemistry from Patna University. He did M Phil. in Philosophy from Punjab University. Mr. Srivastava joined Indian Administrative Service in 1978 and was placed in Bihar Cadre. He has a vast experience of working at different positions in the Government of Bihar. He worked as Secretary in the Department of Energy, Commercial Taxes, Higher Education, Secondary Education, Animal Husbandry and Fisheries, Cooperatives and Registration. He worked as Land Reforms Commissioner and Principal Secretary in the Department of Revenue and Land Reforms in the Government of Bihar. He also worked as Secretary in the Central Information Commission and was Secretary to the Government of India in the Department of Land Resources, Ministry of Rural Development. He assumed the charge of Member, TDSAT w.e.f 12.5.2015.
Mr. Kuldip Singh has joined Telecom Disputes Settlement & Appellate Tribunal as Member on 1st April, 2013 for a period of three years. He remained on the Board of M.T.N.L for more than eight years and had also held the charge of Chairman cum Managing Director of MTNL for two years i.e. from 15.01.2010 to 05.12.2011. Earlier to this he worked in various capacities in the Department of Telecommunications, National Informatics Centre in the Computer Networking Project and Overseas Communication Service. Mr. Singh has more than 38 years experience in telecommunication and IT which includes Computer Networking, Digital Switching, Telecom Training, Development of Telecom Software etc. He was actively involved in implementing the liberalization policy of the government for the telecom sector. Mr. Singh holds Engineering and Master Degrees in Business Administration
M.Sc. (Physics), MBA (Specialization in Finance). Born on 20th October, 1949 at Meerut (U.P.), is having experience of 3 years in teaching in PG College and about one year in Indian Revenue Service (D.T.) before joining IAS. His 35 years experience in IAS includes 10 years of regulatory, quasi-judicial and development administration at district level, 3 years of technical education administration (including discharging of duties of Vice Chancellor of Jawaharlal Nehru Technical University, Hyderabad); 3 years as Managing Director of A.P. Technology Services; and 3 years as Chief Executive of non-banking financial institution responsible for financing the development of industries. He was also concerned with Financial Administration of Government of Andhra Pradesh for about three years as Principal Secretary (Finance) and had a long stint in Industries Department. His total service includes 8 years service of Government of India and rest in Government of Andhra Pradesh. At Government of India, he worked in Defence Ministry for more than five years which include Defence Production Department having major PSUs like HAL, BEL, BEML etc. He was Special Secretary, Ministry of Defence dealing with operational and logistic aspects of Defence Forces before joining as Secretary to Government of India, Ministry of Steel where he was directly concerned with functioning of major PSUs like SAIL, NMDC, Rashtriya Ispat Nigam Ltd. besides others. He joined as Member, Telecom Disputes Settlement & Appellate Tribunal on 19.02.2010.
Academic qualification (i) Engineering with specialization in Communication from Banaras Hindu University, (ii) Degree in Law from Delhi University, (iii) Bachelor of Science from Meerut College, Meerut, Agra University (iv) One Year Diploma in Personnel Management from IMT, Ghaziabad (v) One Year Post Graduate Diploma in International Trade and Business Law from Academy of International Law and Diplomacy, and attended One Year Financial Management Course from Bharti Vidya Bhawan, New Delhi. Born on February 19, 1947, he has 37 years of experience in telecommunications technology. His last tenure was as the CMD of Telecommunications Consultants India Ltd (TCIL) where he has worked for over 4 years before superannuating on February 28, 2007. At TCIL he had conceived the Pan-African network enabling the connectivity of 52 African Nations to provide e-Health, e-Education, and Telecom facilities through optical fibre and satellite based broadcasting systems. He also got the Project of Fiber To Home (G-PON) and New Generation Switch commissioned in Kuwait during his tenure as CMD, TCIL.Appointed as Member, TDSAT from 28 th July, 2008
Born in Vijaywada, Andhra Pradesh on 4 th September 1948. Resident of Hyderabad graduated from the Osmania University in the year 1966. M.Tech in Applied Geology in the year 1969 from University of Saugor, Madhya Pradesh. Joined the Indian Administrative Service in the year 1971 and allotted to Andhra Pradesh Cadre. Doctorate in Public Enterprises from the University of Paris in the year 1982. Served in Andhra Pradesh in the Districts of Kurnool, Prakasam, Cuddapah,Guntur, and as Collector and District Magistrate, Chittoor. Held the posts of Managing Director of the Oilseeds Growers Federation, Commissioner, Municipal Corporation of Hyderabad, Commissioner of Land Reforms and Urban Land Ceilings, and Secretary in the Departments of Labour, Education and Planning. Served in the Government of India first between the years 1977 and 1980 in the Ministry of Defence and Ministry of Chemicals and Fertilizers. Returned to the Government of India in June 1997. Joint Secretary in the Ministry of Rural Development till October 2002; Additional Secretary, Department of Personnel and later in the Department of Telecommunications between October 2002 and November 2004; Secretary, Department of Telecommunications and Chairman, Telecom Commission from June, 2005 to July 2006; and Secretary, Department of Fertilizers from July, 2006 to July, 2008. Appointed as Member, TDSAT from 28 th July, 2008.
Commissioned in the Corps of Signals, Indian Army, on 30th June 1963, Gen Sehgal has held various appointments in the field and peace in all types of terrains.He has been actively involved in strategic / perspective planning in the field of telecommunications for nearly four decades. While in service, he was responsible for conceptualising and implementation of the defence networks, information warfare and information technology, cyber security and spectrum management to support the evolving strategic and operational requirements of the Army in keeping with the developments in technology . He has attended many Telecom events at National and International levels Government of India recognized his distinguished service to the nation by awarding Vishist Seva Medal (1997), Ati Vishist Seva Medal (2002) and Param Vishist Seva Medal (2003) Besides being on the Board of Bharat Electronics Limited (BEL) , Electronics Corporation of India Limited (ECIL) Indian Telephone Industries Limited (ITI) he was also the Chairman, Electronic Development Panel of Defence Research and Development Organisation (DRDO), Chairman, Sub Committee on Joint Electronic Management Compatibility Advisory Board and Chairman , Joint Electronic Warfare Board. He is a Distinguished Fellow of Institute of Electronics and Telecommunication Engineers (IETE) and Honorary Fellow of Broadcast Engineering Society On his retirement from the Indian Army on 1st February 2004 , he worked as Advisor to BEL and ECIL till he was appointed as Member , Telecom Disputes Settlement and Appellate Tribunal, a quasi-judicial Body, on 15th September 2004 for a three year term.
Studied in Allahabad University where he completed his Post Graduation in Physics. M.Phil in Social Sciences from Punjab University, Post Graduate Diploma in Public Administration. He has also done a course in Project Appraisal and Management in Harvard University, USA. Joined Indian Administrative Services in 1966, Madhya Pradesh Cadre, later allocated to Chhattisgarh State. He has had a rich and varied administrative experience having worked in the Tribal Areas of Sarguja and Shahdol as District Collector in 1970s He worked as Collector, Gwalior in 1976 and later as Commissioner, College Education, Industries Commissioner, Managing Director, State Textiles Corporation and Agriculture Secretary in the State of Madhya Pradesh. He has worked for 4 years in the Cabinet Secretariat in Government of India from 1978 to 1982 and in the Ministry of Commerce as Director. As Joint Secretary in the Department of Chemicals and Petrochemicals he played a crucial role in the formulation of the Drug Policy of the country. He worked in the Ministry of Environment and Forests, Government of India as Additional Secretary/Special Secretary from 1996 to 2000. From June to September 2000 he worked as Secretary, Department of Telecom Services. During this period he successfully accomplished the intricate task of corporatisation of the Department of Telecommunications having about 3.5 lakh employees, an effort which was very well appreciated both by the Government and as well as the employees of Department of Telecommunications. From 1st October, 2000 to 31st May, 2002 he worked as Secretary, Ministry of Labour. He was Chairman, Telecom Commission and Secretary, Department of Telecommunications from 1st June, 2002 to 31st Settlement January2004. Has represented India in a number of international conferences on environment, labour and telecommunications.

Served in Maharashtra in various areas of public administration as District Magistrate, Secretary to the Maharashtra Governor. Served Government of Maharashtra as Secretary to Chief Minister and Secretary (Industries) from 1987 to 1990. Worked on deputation to world Bank from 1990 to 92. Appointed as Additional Secretary and first Project Director of National AIDS Control Organisation, Government of India from 1992-1995 and thereafter as Education Secretary, Ministry of Human Resource Development, Government of India (1995 to 1999), Secretary (Rural Development) and Chairman, Food Corporation of India (1999 to 2000).
